Background
Amid the global phase-down of HFCs, the refrigerant industry is undergoing an unprecedented green revolution and transformation.
From the deepening implementation of the Kigali Amendment to the Montreal Protocol to policy support worldwide for low-GWP (Global Warming Potential) refrigerants; from iterative breakthroughs in alternative technologies to traditional refrigerants to the urgent demand for efficient refrigerants in sectors like new energy, cold chain logistics, and data centers—the industry is at a critical juncture. Currently, second-generation refrigerants are being rapidly phased out, third-generation refrigerants face quota restrictions, and fourth-generation solutions are still under development… At the same time, quota constraints have led to challenges such as counterfeit products flooding some regional markets and difficulties in overcoming international patent barriers, severely hindering the industry’s healthy development.
On October 24, the "5th China International Refrigerant Development Summit," hosted by the Zhejiang Fluorine Chemical Industry Association, will be held at the Hangzhou International Expo Center. Under the theme "Green Empowerment · Smart Innovation for the Future," the forum will feature leading international companies such as Honeywell, Chemours, and Daikin Chemicals sharing updates on fourth-generation refrigerant R&D, with a focus on addressing key issues in ultra-low GWP refrigerant development.

Chen Jingliang
Deputy Secretary General of China Refrigeration and Air Conditioning Industry Association, Senior Engineer, mainly engaged in refrigerant substitution, energy-saving and environmental protection technology research, and standard revision work. The research projects participated in have won three first prizes at the provincial and ministerial levels. Serving as a member of the Refrigerant Subcommittee of the National Chemical Standardization Technical Committee, a member of the Pressure Pipeline Subcommittee of the 6th Special Equipment Safety and Energy Conservation Technical Committee, and a member of the Expert Committee of the China Refrigeration and Air Conditioning Industry University Research Forum.
Zang Jianbin
Zang Jianbin, male, born in October 1973, is a member of the Communist Party of China. Graduated from Tongji University in 2005 with a PhD in Heating, Gas Supply, Ventilation, and Air Conditioning Engineering, under the supervision of Professor Zhang Xu; In 2014, as a visiting scholar, I went to the Department of Mechanical Engineering at the University of Wisconsin Milwaukee for academic research.
Currently a professor at the School of Mechanical and Energy Engineering, Tongji University, Secretary General of the Rail Transit Refrigeration and Air Conditioning Branch of the China Refrigeration and Air Conditioning Industry Association, Executive Director of the Shanghai Refrigeration Society, Director of the Refrigeration Transport Professional Committee, and Deputy Director of the Energy Conservation and Emission Reduction Special Committee of the Shanghai Automotive Engineering Society. Formerly served as Deputy Director of the Science and Technology Bureau of Taicang Port Area and Vice Dean of the Engineering and Industry Research Institute of Tongji University.
Engaged in long-term research on environmental control and energy conservation of transportation vehicles, with a focus on environmental collaborative control, refrigerant recovery and regeneration, carbon analysis, and other directions. The research level is at the forefront of international and domestic research. We have been granted 19 patents and published over 160 papers, including 11 SCI papers, 9 EI papers, and more than 40 core papers, with a research funding of 30 million yuan. We have established a team for "Environmental Control and Energy Conservation of Transportation Vehicles", consisting of 2 professors, 2 associate professors, 1 lecturer, 3 full-time research assistants, and more than 10 graduate students.
Since 2016, we have established a seminar on air conditioning technology for rail transit vehicles and successfully held six seminars in 2016 (Shanghai), 2017 (Qingdao), 2018 (Changchun), 2019 (Changsha), 2020 (Nanjing), and 2021 (Dalian). Starting from 2023, two consecutive symposiums on refrigeration and air conditioning technology for rail transit systems have been held in Guangzhou in 2023 and Xi'an in 2024.
Yu Binbin
Yu Binbin, Ph.D., Assistant Researcher, Institute of Refrigeration and Low Temperature Engineering, Shanghai Jiao Tong University, mainly engaged in research on thermal management of new energy vehicles, refrigerant substitution, new biomimetic enhanced heat transfer technology, etc. He has presided over the National Natural Science Foundation of China Youth Project and multiple enterprise horizontal courses, published more than 40 SCI papers, and more than ten invention patents; The project participated in has won the second prize of National Natural Science Progress Award and the first prize of Ministry of Education Science and Technology Progress Award once.
Jin Xiao
Jin Xiao started working at Daikin Fluorochemicals (China) Co., Ltd. in July 2018 as the Industry Project Manager of the Government and Public Affairs Department, responsible for promoting and developing Daikin's products in various industries.
From 2018 to 2019, I worked as a marketer and user developer for the company's products in industries such as automotive, environmental energy, and semiconductor.
From 2019 to 2020, we were committed to researching carbon neutrality policies in the chemical industry and promoting preparations for Chinese factories to achieve carbon neutrality.
Since 2020, I have joined the Daikin Global New Automotive Environmentally Friendly Refrigerant Project Team, mainly responsible for promoting new automotive refrigerants in China.
Liu Jinping
Liu Jinping studied for a Bachelor's and Master's degree in Low Temperature Engineering at the Department of Power Engineering, Xi'an Jiaotong University from 1979 to 1986. From June 1986 to June 1988, he taught at the HVAC Teaching and Research Office of the Department of Mechanical Engineering, China Textile University in Shanghai. Since June 1988, he has been teaching at the Department of Power Engineering, School of Electric Power, South China University of Technology. He was promoted to professor at the end of 2006 and began enrolling master's students in 1999. In 2002, he obtained a Ph.D. in Chemical Engineering Engineering from South China University of Technology. He is a senior member of the Chinese Refrigeration Society, a member of the Chinese Engineering Thermophysics Society, the chairman of the Automatic Control Professional Committee of the Guangdong Refrigeration Society, and an editorial board member of the "Refrigeration" magazine. For the "Thousand and Ten" talent school level training targets in Guangdong Province. Since 2003, he has served as the head of the Department of Power Engineering at the School of Electric Power, South China University of Technology.
Han Xiaohong
Han Xiaohong, professor and doctoral supervisor, works at the Institute of Refrigeration and Cryogenics, School of Energy Engineering, Zhejiang University. Mainly engaged in high heat flux heat dissipation technology (mainly referring to heat pipe heat dissipation, microchannel heat dissipation, and immersion liquid cooling technology), power battery immersion liquid cold and hot management technology, refrigerant substitution technology, refrigerant leakage, refrigerant recovery and reuse technology.
Published over 160 papers and granted more than 50 national invention patents; Has won the Cloud Computing Center Technology Award (Talent Award), 2 second prizes at the provincial and ministerial levels in Zhejiang Province, Huawei Cloud's "Outstanding Partner Award for Technical Cooperation of the Year", and the second prize of the first Zhejiang University Quality Teaching Award. Has led more than 60 national, provincial, ministerial, and enterprise level projects.

The current director and senior researcher of the compounding laboratory at Zhejiang Juhua New Materials Research Institute Co., Ltd. Recipient of the Academic Award from the Japan Refrigeration Society. I graduated with a PhD from the National Tokyo Ocean University in Japan and taught at the National Nagasaki University for 3 years, conducting research on the mixing and application of environmentally friendly working fluids such as HFOs and HCFOs.
